Potential Factors for Multi-Criteria Evaluation of Capacity Uprate in Relation to New Transmission Line Projects

Abstract

The most common approach to evaluating new transmission line projects considers techno-economic aspects. However, capacity uprate of lines differs in some fundamental ways from new additions, and has some advantages and disadvantages that the techno-economic approach may not be able to fully consider. Thus, the authors believe that a multi-criteria decision approach (MCDA) from the field of Operations Research (OR) could be useful in this scenario. To this end, the author has investigated other possible factors that could form criteria in a MCDA approach to assessing capacity uprate in relation to new lines. Several factors that could form criteria for evaluation were identified and are discussed in this paper. In addition to techno-economic aspects, these factors include financial position of company, effort in planning of lines, the duration of line project implementation, methods of construction and commissioning of projects, and environmental implications.
