Local loop unbundling: A way forward

Abstract

The South African Police Services (SAPS) has granted Tetra radio equipment to modernize mobile radio communication system. Tetra allows economical network deployments ranging from single site local area coverage to multiple site wide area national coverage. It has developed its standard to meet the needs of a wide variety of traditional professional mobile radio (PMR) user organizations. The tetra standard has also been developed to meet the needs of public access mobile radio (PAMR) operators. Communication security is ensured through measures such as mutual authentication between the network and user equipment. The use of time division multiple access (TDMA) digital technology ensures that communications can not be intruded by unauthorized persons using scanning receivers. Tetra utilizes a very reliable call-set up signaling protocol to ensure that all users in a group are connected when a call is first initiated.
