Impact of Culture on E-Government Adoption Using UTAUT: A Case of Zambia

Abstract

Most developing countries, Zambia included, have been implementing e-government solutions in their quest to enhance service delivery. The implementation has not been without challenges. Literature reveals that the e-government implementation is more successful in the developed world than the developing countries. In this paper, two electronic government services; the e-filing and e-payment services are used to investigate the moderating effect of indigenous culture and internet access on their acceptance and usage. The research model is based on the Unified Theory of Acceptance and Use of Technologies (UTAUT). A cross sectional study in which data is collected from a randomly selected sample of Small and Micro Enterprises (SMEs) using a five point Likert scale questionnaire is applied. Data analysis is carried out using structural equations modeling. The results demonstrate that culture is one of the key factors for lagged e-government implementation in developing countries especially African societies and Zambia in particular.
