Abstract

A referendum was held in Italy on 18 April 1999 on a proposal to replace the semi proportional additional member system, used twice to elect the Chamber of Deputies, with a majoritarian voting system. The referendum proposal was not successful. The following article discusses the basis for Italy's attachment to PR.
