Abstract
This article explores the transformation of local government to human rights and development strategies in the past thirty years of democracy in South Africa. Several studies on local government in South Africa have been conducted but have failed to find the relationship between human rights and development. The objective of this article is to examine and identify the present extent and level of integration between human rights and development practices in South Africa. This study employed a qualitative research design, utilising data from existing published journals, books, and documents produced by governmental bodies. The findings of this article will contribute to the current body of knowledge by shedding light on and providing a full explanation of the complexities associated with the application of human rights and development in the context of local governance. To effectively tackle these challenges, it is essential to enhance accountability, foster greater public engagement, improve resource management, and prioritise initiatives aimed at diminishing inequalities while ensuring fair service delivery throughout municipalities. The study recommended that local government be fortified to fulfil its developmental responsibilities and contribute to the overarching objective of establishing a just and equitable society.
