Abstract
The definition of a smart city cannot be structured in such a way that the concept can be measured on a scale or provide a definite yes or no answer to the question: Is this a smart city? The implementation and perception of smart cities vary with the technologies used and applications they aim to achieve, as well as the development status of a country and the amount of money spent on achieving such status.
