Abstract
Urbanization and regional planning policies accord with the political economy of apartheid. The paper shows how the policies of constraining permanent Black urbanization, resettlement, economic decentralization and stretegies for the 'development' of the Black areas underpin the maintenance of South Africa's cheap-labour economy. -C.M.RogersonEnglish
