A Critical Assessment on Strategic Management in Public Affairs: The Case of Zimbabwe Parliament

Abstract

Strategic management is a key driver for ensuring efficient and effective administration of operations in public and private sector organisations. There has been little scholarly discourse on how public institutions such as the Parliament of Zimbabwe (PoZ) can leverage strategic management to enhance their operations. This article seeks to explore how the Parliament of Zimbabwe has innovatively adopted strategic management in the execution of its constitutionally mandated functions of legislating, representation, and oversight. Using the desk research approach, which involved the review of parliamentary reports, academic studies, organisational records, and publicly available databases, and guided by the Theory of Change (ToC), this article will fill the gap in knowledge on the role of strategic management in enhancing the administration of public entities. It will also provide policy recommendations necessary for addressing how public entities across the globe, including parliaments, can incorporate strategic management into their administrative architecture with a view to improving their operations. Other similar institutions could also benefit from this article.
