A comparative analysis of project management frameworks

Abstract

Well-developed Project Management frameworks facilitate successful project delivery globally. A project management framework specifically developed by a State Owned Entity (SOE) within the infrastructure industry is reviewed against five best practice Project Management (PM) frameworks. The research adopts a comparative analysis approach, by evaluating the core set of processes and knowledge areas. The study aims to assist the SOE to improve the existing framework by using the Likert Scale and Analytical Hierarchical Process (AHP). The results indicate that the Project Management Body of Knowledge (PMBOK) Fourth Edition is the best option, in line with the predetermined criteria. The SOE's Project Management framework is placed second to the PMBOK, even though there is a significant gap of more than 34%. A key finding is that the SOE's framework is infrequently updated in comparison to other project management frameworks. This is not recommended if the framework aims to keep up with the dynamic PM environment and industry trends. The research is limited to a South African SOE context. The research value is in the analysis techniques based on business project delivery. The dual evaluation mechanism provides assessment methods to businesses seeking to evaluate effectiveness of project management tools.
